I've heard its something that may be coming in the future, but right now I don't think there is any plans. There is a lot of data that goes into deciding on how Zone vs Zone will work.

I dont know how long have you been playing but there are other features coming before Zone vs Zone.
If you remember last BETA then we will have features like.

1. Rebel bases
2. Chat rooms that you can create
3. guild managment update like weekly/monthly bonuses for diffrent ranks.
